help with some odd starting issues.

I bought a ruckus a couple months ago and it had sat for a couple years without running. It normally starts fine but about 20% of the time it will turn over but never fully start. If it doesn't start on the first try, i always have to wait at least 5 minutes and let it sit then it will start just fine. I use it every day and about once a week it will turn over but never fully start- i have had to wait up to a day until it will start again. (essentially sounds like it is idle when i am holding the brake and that starter but pulling the throttle does not get the engine to rev and continue running). I had the carb cleaned when i bought it. 


 I'm stumped. Any ideas what this could be? Thanks in advance
